PREMISE

There is a town or, better said, we have a town to take care of. But what does it mean to live in a town or to commit and get involved for your town?

A town means not being alone, knowing that in the people, in nature and in the territory there is something of ours, which even when we are not there, remains there and waits for us. But who and what awaits us?

Perhaps, today we should look back to know where we come from and where we want to go, without forgetting, however, that a town, as in a community, is needed. A town that is made up, above all, of people.

 

We all have the enormous privilege of living in a place that has many qualities to enhance and just as many opportunities to seize. Alongside the desire to preserve the existing and to develop and consolidate bonds, affections and sociability, it is also essential to share the true vocation to which our town must strive, thus rediscovering the identity of Ispra, to inspire the action of the municipal administration and all citizens.

We want a town in which all generations can recognise each other, not only because here are our origins or our personal history, but also because here we can live with the values ​​we believe in and carry out the initiatives that are necessary for social and economic balance and well-being.

But what does it mean to rediscover the identity of our town and, above all, through what concrete actions is it possible to transform identity into opportunities for all of us?

WHAT IS THE IDENTITY OF ISPRA?

Let's start from what we already have and take care of it. Our lake, the lakeside, the furnaces, the Gulf of Quassa Park, for example, are places that belong first of all to the Ispresi and which must be preserved and valorised, preventing them from being vandalised from that so-called “hit and run” consumerism which brings nothing to the territory but which, in fact, impoverishes it.

The identity and vocation of Ispra, therefore, will be the result of what we will be able to accomplish and the challenges that we will be able to face also by planning and implementing actions that go beyond a single administrative mandate.

TRANSVERSAL ACTIONS - FUNDAMENTAL PRINCIPLES OF ADMINISTRATION

The performance of administrative activities cannot ignore transversal elements such as:

  • Communication towards Citizens, capable of reaching and involving everyone through possible online platforms encouraging participation and sharing of ideas

  • Cross-functional (internal) communication for constant operational coordination among the subjects responsible for administrative action

  • Involvement and active dialogue with local actors and interested parties in municipal projects and policies

  • Continuous collaboration with scientific bodies and associations of the territory for the creation of projects and synergies

  • Procurement of resources intended for long-term and wide-ranging projects through constant ability to find external economic resources, through monitoring and participation in tenders (national, regional, foundations, private).

THE DIRECTIVES OF OUR PROGRAM

In our opinion, administrative action must be carried out along several lines:

  1. The local economy directive (crafts, agriculture, industry, trade, tourism and leisure);

  2. The cultural and educational directive;

  3. The healthcare and social directive;

  4. The land preservation and sustainable mobility directive;

  5. The circular economy and energy saving directive.

A) THE LOCAL ECONOMY DIRECTIVE (CRAFTS, AGRICULTURE, INDUSTRY, TRADE, TOURISM AND LEISURE)

 

PURPOSE:

Develop the economic context of the Municipality of Ispra to enhance the commercial, tourist, cultural and sporting dimensions with a view to prosperity and sustainability. Prepare and support local actors to anticipate socio-economic changes to adapt to new challenges and external dynamics.

 

We intend to implement a strategy that develops 3 key points:

 

1) Increase the quality of the territorial context With the objective of gradually directing the Isprese territory and its community towards an increase in value in socio-environmental terms and quality of life to attract new citizens, visitors, entrepreneurs, artists, investors, etc... who are able to increase the economic impact on our territory;

 

2) Investing in entrepreneurship and the skills of local actors. The objective is to involve the Isprese community in training and collaboration paths aimed at enhancing existing economic realities and supporting new projects and entrepreneurial initiatives, fueling synergies between local actors;

 

3) Strengthen local identity and develop a territorial brand of distinction and prestige which reflects a high quality of life within a valuable environmental and landscape context, where it is possible to enjoy services, products and cultural and sporting experiences.

 

Below we discuss the key points mentioned above.

 

1) Increase the quality of the territorial context

Project “Pearl historic centre of Lake Maggiore: for a more pleasant centre full of recreational and socio-cultural events”

  • Increase in waste bins and small ecological islands for a clean town;

  • Aesthetic enhancement of the town centre (flowers, plants, works of art, signage, etc.) with local materials and workers;

  • Installation of new lighting suited to the aesthetics of the historic centre and its adjacent streets;

  • Experimentation of temporary pedestrianisation methods in some areas of the town, with attention to the availability of nearby parking;

  • Raising awareness among private individuals for the opening of villas and courtyards in the historic centre, to carry out artistic, cultural and musical initiatives;

  • Promote the opening of new recreational and refreshment services in the historic centre;

  • Enhancement of events already existing in the historic centre.

 

Expected impact: greater walkability, aesthetic value and usability of spaces with consequent increase in sociability and attractiveness of the historic centre for citizens and visitors.

 

Connections project: “All roads lead to the centre”

The regulars and visitors of Ispra concentrate on the lakefront at all times of the year without accessing the historic centre and, therefore, without enjoying its services and activities. It is proposed:

  • the development of safe pedestrian and cycle paths to reach the historic centre from the lake and vice versa;

  • the promotion of an alternative parking system, appropriately indicated, in periods of greater daily tourist influx and, possibly, local transport (hybrid/electric minibus) to improve traffic and tourist access to the city within Ispra;

  • PARK&SHOP: promote local commercial entities through the parking ticket (promotions, advertising, etc.). The first two hours of parking will be free for residents.

 

Expected impact: increase in pedestrian passage of visitors from the lakeside to the historic centre and optimisation of vehicular traffic on summer weekends.

 

“Lakeside, Fornaci and Gulf of Quassa Park” project

  • Development of the former rowing area into a place used for tourism and refreshment services;

  • identification and evaluation of further areas on the Isprese coast where to potentially insert other services related to tourism, sport, refreshment;

  • redevelopment of walkable routes/paths: lakeside promenade, San Carlo promenade, Fornaci ring and connection to the new Lavorascio promenade;

  • continuous valorisation through information signs and route signs;

  • redevelopment of the bridge over Quassera for easier access to bicycles and disabled people;

  • Completion of the walk from Quassa to Girolo

  • Lighting of the furnaces and installation of a landing place at the Port del Pinet

  • Evaluation of concessions and permits for the boat rental activity and/or lake taxi service, in agreement with the basin authority

 

Expected impact: greater services for citizens and visitors and increased usability and safety of all paths.



 

 2) Investing in the entrepreneurship and skills of local actors 

 

Commercial district project:

Establishment of an “Urban Commercial District” or membership of a widespread district of inter-municipal relevance with the desire to confer a precise legal notion to the Commercial District, configuring it as a homogeneous territorial area in which the local administration, businesses , associations and any interested party are able to make Commerce the factor of integration, social cohesion and valorisation of all the resources available to a territory.

The objectives are:

  • the integrated valorisation of an urban space with the presence of commercial activities (but today also tourist, artisan and service activities)

  • the valorisation and promotion of cooperation between operators

  • the valorisation and development of qualified employment

 

Expected impact:

The primary goal of an Urban Commercial District is to create a dynamic and stimulating environment that meets the needs of the local community, while promoting economic growth and urban vitality.


 

“Zero mile shopping” project: it's not all about supermarkets

Creating a local shopping circuit for small shops can be an excellent driving force for promoting the local economy and supporting businesses in the municipality of Ispra. Here are some steps for defining a local spending circuit:

  • analysis of the local context and what community needs could be addressed

  • involvement of local shops and definition of the shopping circuit

  • development of incentives for consumers: loyalty program, special discounts or exclusive promotions for members of the local shopping network

  • promotion of the shopping circuit through social media and paper flyers, to inform residents of its existence and the advantages it offers.

 

Expected impact: Starting a local shopping network can have a significant impact on the community, supporting local businesses and creating a sense of belonging and solidarity among residents.


 

“Ispra LAB” project

Creation of a multifunctional place that is also a space for meeting, exchange and innovation between entrepreneurs of various categories, associations and other professionals in which to carry out training, dissemination and support activities for existing economic activities, also creating events to encourage collaboration between local actors.

 

Initially, activities and events can take place in the Serra room, in the library or in other suitable municipal spaces. Furthermore, in the medium-long term (3-5 years) the opportunity will be created to take advantage of shared work spaces (co-working) and, possibly, spaces for entrepreneurial start-ups.

Expected impact: in perspective, the consolidation of existing activities, the creation of new businesses and the diversification of economic players is essential to avoid an economic, demographic and ultimately cultural impoverishment of the territory. Ispra and the surrounding areas have all the potential and duty to imagine and build a thriving, resilient and sustainable economy.

 

Project“Agricultural Renaissance”

Raising awareness on issues and opportunities related to agriculture:

For the agricultural supply chain

  • censuses of cultivated and uncultivated land and woodland

  • census of agricultural production, types of existing products and services

  • networking and constructive dialogue with agricultural operators

  • raising awareness of agriculture and environmental and economic issues

  • creation of a weekly agricultural market for local farmers (Ispra and neighbouring countries)

  • creation of a distinctive brand for local products, and related promotion

 

Expected impact: Stimulate innovation and cooperation in local production chains, the transformation of raw materials, zootechnics and the production of wooden and non-wooden products.

 

For citizens: shared gardens

  • making available, through municipal tender/regulation, land to be cultivated and endowed of basic infrastructure (water connection, fences).

  • creation of a system for the redistribution of fruit and vegetable production leftovers

 

Expected impact: The initiative aims to increase the cultivable surface area and, therefore, the production of local food, genuine and “zero mile”, as well as stimulating outdoor activity. All this could also translate into a saving on food spending.


 

3)  Strengthen local identity and develop a territorial brand 

 

Project of seasons: Festival of multi-day and multidisciplinary events, even during seasons not frequented by tourists. The aim is to link culture, science, culinary activities, sports and more with a common denomination factor.

Expected impact: attraction of visitors, tourists, curious people even in periods that are usually less frequented and with longer stays in the area and consequent economic impact.

 

Lake Maggiore Museum Project (long-term project): creation of an interdisciplinary cultural exhibition space on Lake Maggiore. Workshops and sensory experiences on the socio-economic and cultural history of local populations (from the Celts, Insubrians to today), on geological history(from the glaciation to the creation of alpine lakes), on lake activities and professions as well as the biological and ecosystem aspects of the lake. Possible synergies and merger with the Ispra LAB project.

Expected impact: development of a strong element of attractiveness from a tourist, cultural and scientific perspective as well as a strengthening of local identity.

Experiential tourism project through the promotion and marketing of cycle, pedestrian, equestrian and lake itineraries, also creating partnerships with local economic operators.

Expected impact: experiences are the new proposals for increasingly demanding tourists. This will lead to a greater recognition of Ispra and what it has to offer on social media and through word of mouth.

 

Territorial branding project that makes Ispra and its territory recognisable in all phases of promotion and communication linked to the same, also through the creation of documentaries or publications that tell the story of local traditions, involving journalists or filmmakers from the community.

Expected impact: the creation and support of a territorial brand constitute the foundations of any marketing project. With this project we expect to achieve greater regional awareness and at the same time reach a quality audience.





 

B) THE CULTURAL AND EDUCATIONAL DIRECTIVE

PURPOSE:

Capture social dynamics, interpersonal relationships, cultural norms, traditions and human interactions to stimulate social well-being, foster cultural understanding and promote inclusiveness and active participation not only of the business community, but also of anyone who feels involved.

We mean to implement a strategy to involve citizens, promote and disseminate the cultural contents expressed by the territory, according to its historical and social peculiarities.

Our program is divided into 4 areas:

2 School, Education and Young People

3 Educational and Work Orientation

4 Development of Sports Activities

 

  1. CULTURE

Census and valorisation of cultural and environmental heritage with the aim of having all the resources that our territory offers not only owned by the Municipality, but also privately owned since the true valorisation of the territory also depends on the active and concrete intervention of individual residents. The environmental census will conRECn the knowledge and adequate cataloguing, where not already carried out, of trees, essences, parks and gardens. The census of the historical heritage, then, will allow us to lay the foundations for full knowledge of Ispra's potential, from a historical-cultural perspective, identifying the areas that still need intervention and recovery for finding the necessary economic resources.

Environmental education project

IspraLAB will be a meeting and sharing place to involve the community on environmental and resource saving issues, also through dedicated workshops and activities.

Expected impact: increase community resilience against resource depletion, promote good practices.

Culture Project for all generations: organisation of events artistic and musical,  cultural and scientific disseminationIt is rediscovered of traditions

Both in the context of activities aimed at young people and in the context of associative realities, they will be supported and promoted all occasions aimed at improving knowledge of the territory and traditions, also through the organisation of guided tours to the historical and cultural places of the town with the involvement of those who have personally experienced those places and events. Programs will then get implemented to pass on local knowledge and traditions that involve experts for younger generations.

It will be essential to promote the creation of documentaries or publications referring to traditions local, involving journalists or filmmakers from the community.

Expected impact: significantly enrich the local community, promoting access to and interest in arts, culture and science, while strengthening awareness and appreciation of local traditions among different generations.

 

Permanent Table of Associations: Ispra has a significant number of associations involved in the cultural, social and sporting fields. It is essential to promote the establishment of one Integrated Network of Associations through which to make territorial intervention more effective. The establishment of a Permanent Table of Associations will allow constant contact between the latter and the municipal administration as well as the valorisation of existing associations and support for the birth of new ones. Calendarisation of events. Identification of mediators to support the initiatives proposed by the various associations, to facilitate the implementation of events correlated with places, traditions and local culture. 

LaStazioneGiovani: Ispra former train station is a place created by the previous municipal administration; the objective is to identify specific projects to make it a place for youth and associations to share and gather.

Expected impact: collaboration between the various voluntary associations during the events, creation of the "events calendar" throughout the year in an efficient manner, avoiding overlaps.

Library: Library as a place to bring school-age children closer to information, research and respect, promoting it as a suitable space for aggregation.

Creation of courses involving local cultural associations (e.g. creative writing, handwriting and study methods). Creation of study groups for individuals with literacy needs. Promotion of meeting evenings with a symposium formula.

Maintenance of the project Digital Library with the activation of literary, historical, artistic and linguistic events aimed at every age group.

  2. SCHOOL, EDUCATION, SPORTS and YOUTH

Prevention of adolescent distress

Bullying and cyberbullying together with prevaricating behaviour and gender-based violence are unfortunately highly represented phenomena even in school age groups of the population. Together with the constant use of devices and the spectacularisation of daily life linked to social media, they represent one of the most recent and dangerous manifestations of the so-called discomfort in relationships, a typical condition of adolescence. It is therefore essential to activate or support actions to prevent and contrast these phenomena through dedicated educational courses, conferences and discussions with experts, intended not only for children but also for families who may find themselves in direct contact with this phenomenon.

 

Construction of working groups at school and local level starting from nursery school, in order to identify delicate and structural issues in the development of adults of the future.

 

Establishment of moments of observation and spaces for discussion between parents, teachers and professionals for monitoring developmental age

Areas of interest: autism spectrum disorder, prevention and recognition of eating disorders, risky behaviours, self-esteem, diagnosis of specific learning disorders, affectivity and sexuality education.

 

Promotion and support of projects and activities carried out in primary and lower secondary schools, in areas of interest such as:

 

  • protecting the environment with the implementation of practical activities and experiences and manual activities, for example active participation in shared municipal gardens.

 

  • days dedicated to crafts and traditions of our town that create an intergenerational bond

  • strengthening bears for school-age children, supported by voluntary educators or teachers, help to improve study methods, autonomy or in any case increase the skills required by the school.

 

    3. SCHOOL and WORK ORIENTATION

 

Orientation allows children to acquire greater awareness of their abilities, interests and even desires in order to make choices capable of truly enriching their personal baggage, be it scholastic, professional or even work-related.

 

School orientation: we intend to make the use of questionnaires finalised to the choice of secondary school to students in the third class of secondary school.

 

Work and information for young people: initiatives to improve one's work and training skills will be promoted and disseminated through the SOCIAL SERVICES desk. The project is dedicated to the offer and search for jobs especially for young people.

Expected impact: contribute to improving awareness of these phenomena on the part of young people and their families with the possibility of early identifying situations that could easily lead to real relational problems.

  4. DEVELOPMENT OF SPORTS ACTIVITIES

With this scope we mean to promote an active and healthy lifestyle through a vast range of sporting activities that also exploit the natural resources of the lake and the surrounding area. By doing so, the quality of life of citizens and the tourist attractiveness of the Municipality are improved, with particular attention also to people with disabilities.

The specific objectives are:

Organisation of Sports Day at School: 

  • provide an overview of the different sports associations present during the school sports day, offering students the opportunity to learn about and discover a variety of sports disciplines and opportunities for participation in the local community.

Promotion of Water Activities:

  • Identify the opportunities offered by the lake and the surrounding area for the development of sporting activities, such as rowing, sailing, swimming, kayaking and paddleboarding;

  • Collaborate with local boating clubs and sports associations to promote sailing, rowing and other water-based activities for people of all ages and skill levels.

Development of Cycle Paths and Paths:

  • Expand and improve the network of cycle paths and pedestrian paths around the lake and in the surrounding area for MTB, jogging, trekking, Nordic walking and scenic walks;

  • Install information signs and signs along cycle paths and paths to orient cyclists and pedestrians and provide information on flora, fauna and points of interest along the route.

Incentives for Outdoor Recreational Activities:

  • Organise outdoor sporting and recreational events, such as beach volleyball tournaments, lakeside yoga sessions;

  • Collaborate with tour operators and local companies to offer tourist packages and outdoor experiences that include sports and recreational activities on and around the lake.

Education

  • Offer training courses and workshops on aquatic safety, first aid and rescue, to ensure that those who participate in sporting activities on the lake are adequately prepared and aware of the risks and safety regulations;

  • Promote environmental awareness and protection of the lake through educational programs and environmental cleaning and conservation initiatives;

  • Create an integrated communication campaign to promote sporting activities on the lake and in the surrounding environment.

Expected impact: to promote an active, healthy and sustainable lifestyle, thus contributing to the well-being of citizens and the tourist growth of the Municipality.






 

C) THE HEALTHCARE AND SOCIAL DIRECTIVE

PURPOSE:

Attention to the health and well-being of citizens is a fundamental aspect, as is the attention and care given to those who are in difficulty or in a fragile condition. Social Services must be strengthened by strengthening collaboration with voluntary associations and everyone subjects present in the area. It is indispensable to recover and divert economic resources into the social sphere.

 

We intend to implement a strategy that develops welfare, prevention and treatment.

 

Welfare

 

Family Centre: a place where family and citizens "find themselves", therefore not only a place where it is possible to use services but also where meeting and sharing take place. The Family Centre expresses the following functions:

 

  • Personal services desk: with the aim of supporting citizens in carrying out public administration procedures and searching for job opportunities as well as monitoring measures and calls for tenders in the social field to inform those entitled. The desk, also available for help/booking transport and meals, must guarantee continuity over time and retention of knowledge in order to make the ability to respond to citizens more effective;

  • Support for elderly and disabled citizens: in collaboration with third sector bodies, home support through transport services to and from healthcare facilities, and support services in daily domestic activities, home delivery of food, reservation and home distribution of ready meals;

  • Activities for seniors: the promotion of recreational and socialisation activities with the possibility of involving school children and young people to share and pass on stories, knowledge and local culture. Organisation of training meetings for the elderly, use of the PC or mobile phone, training to prevent possible scams in the home;

  • Support for minors and teenagers through a minor protection and pre-protection service that would be able to discover their needs before arriving at domicile in protected conditions;

  • Fight against poverty: through a path of social and work inclusion of family members who live in situations of vulnerability, hardship and social exclusion. Job search help. Particular attention should be paid to interventions aimed at children and young adults who may experience situations of family and social suffering.

 

Expected impact: The "Family centre" must become a vital hub for the community, offering integrated support that improves the quality of life of the Ispresi through personalised services, facilitating social and work inclusion and promoting intergenerational well-being.

 

Prevention and treatment

Disease prevention is the first step towards cure. Those who undergo prevention practices will, over time, have a lower chance of developing serious pathologies and will be able to deal with the diseases to which they are subject early. Therefore, participating in prevention programs is essential.

Prevention is not achieved exclusively with participation in the screenings proposed by the Health Authorities but takes the form of a very important series of actions that allow us to cultivate correct lifestyles.

 

Actions to promote adherence to screening: with the help of qualified personnel, moments of discussion and sharing will be offered on the meaning of screening aimed at all segments of the population also with the involvement of associations of patient citizens.

 

Prevention and correct lifestyles will continue to be promoted through initiatives, information sessions, including at school level, and in synergy with local family doctors.

 

Primary and secondary prevention of tumours: collaboration with local associations for raising awareness and prevention of tumour pathologies and promoting participation in screening for pathologies.

 

Expected impact: The "Prevention and Treatment" initiative can help reduce the incidence of serious diseases among citizens by promoting healthy lifestyles and improving access to screening programs, all contributing to greater health awareness and well-being of the overall community.


 

D) THE LAND PRESERVATION AND SUSTAINABLE MOBILITY DIRECTIVE

PURPOSE:

It is increasingly important to seek modern mobility, inclusive and accessible, with particular attention to safety, sustainability and the integration of different public and private travel modes. It is paramount to promote the safety of pedestrians, cyclists and vulnerable categories (children, elderly, disabled) as well as encouraging the pedestrianisation of specific areas during cultural events and activities. This strategy transforms urban mobility into a safe and environmentally friendly model.

The municipal territory must be cared for to guarantee decorum, safety and to preserve and highlight the beauty present therein.

Below are the actions that are intended to be carried out.

Experimentation of traffic monitoring in the access roads to the lakefront in the summer periods and improvement of the pedestrian access paths to the lake (Via Verbano, Via Riviera and Via Valcanale): the access roads to the lakefront are subject to high traffic in the summer period, on a slope, with limited width, lacking protection for pedestrians and cyclists. We propose a real-time visualization of the number of parking spaces available on displays placed in strategic points, during the summer period (at the weekend), through parking detection systems and the number of vehicles entering and exiting.

 

Via Ripa Solitaria lighting: Via Ripa Solitaria is an exclusively pedestrian connection between the lakefront and the rest of the town. It is characterised by a considerable slope, and by the almost total absence of night lighting. Therefore, twilight LED lighting is planned along the entire street with an increase in brightness as pedestrians pass, to reduce light pollution and energy consumption.

Expected impact:  Improve safety for pedestrians and cyclists, reduce noise and pollution levels and mitigate the inconvenience caused to residents.

 

Safe mobility for schools:

  • Establishment of Via Banetti as “school zone”, as defined by the Highway Code, i.e. one urban zone near which there are buildings used for school use, where particular protection for pedestrians and the environment is guaranteed;

  • Protected pedestrian path starting from the parking lot in Piazza Firenze at the Brivio Sagramoso Primary School, up to the intersection with Via Mazzini;

  • Securing of Via Roma and Via Mazzini to protect the transit of schoolchildren.

 

Expected impact:  better safety when using pavements by children and their families.
 

A plan for bicycles

The current cycle/pedestrian paths are rather lacking and not connected, which severely limits their use. Their improvement should be based on these fundamental principles:

  • Ensure separate and safe routes along major roads

  • Allow multiple and safe use of roads with less traffic for everyone

  • Encourage pedestrian and cycle travel with direct routes to services

  • Connect with cycle/pedestrian paths the hamlets of Barza and Cascine with the town centre

  • Facilitate the use of e-bikes and electric micro mobility

  • Promote tourist cycling that brings more visitors to the town centre and along the main naturalistic and cultural attractions

At a road level it is therefore proposed:

  • Securing the entrances and exits of existing cycle-pedestrian sections

  • Creation of a cycle lane in via Marconi and in via Milite Ignoto and Via Europa;

  • Creation of an advanced stop line for bicycles at the traffic lights in Via Roma, compared to the stop line for all other vehicles, as defined by the art. 182 of the Highway Code

  • Improve the brightness in existing cycle/pedestrian sections

 

Subject to the availability of regional funds, the following interventions are also proposed:

  • Cycle-pedestrian path that connects the Barza neighborhood with the JRC and, therefore, with the existing cycle path in via Fermi (along the JRC);

  • Cycle-pedestrian path which connects the hamlet of Barza with the town centre by redeveloping the dirt road of Via Vecchia Varesina. This also benefits car access to the ecological platform, which is difficult today;

  • Cycle-pedal path that connects the Cascine hamlet from via Girolo to the SP69 state road in the Ispra nautical area and from here to be completed up to via Giacomo Leopardi;

  • Installation of charging points powered by renewable energy for pedal-assisted bicycles, scooters, electric wheelchairs and four-wheel scooters for elderly people, equipped with passage counter and internet connection to obtain transit and usage statistics

  • Supra-municipal cycle paths: Tourist paths Ispra Region - Biandronno / Laveno - Sesto Calende

 

To encourage cycling mobility we propose:

  • bike-to-work and bike-to-school schemes that detect daily use of the bike for the home-work and home-school journey and be rewarded through ad hoc initiatives.

 

Expected impact: Increased use of the bicycle as a means of transport in the urban centre, as well as for going to work and/or school. Positive feedback from cycle tourists. Reduction of accidents involving cyclists.

 

ISPRA AT THE SERVICE OF PEDESTRIANS AND VULNERABLE ROAD USERS

MAIN ROADS

On the main routes (Via Roma, Via Mazzini, Via Milite Ignoto, Via Tullio del Grande) it is proposed to install additional raised pedestrian crossings and bollards in order to limit the maximum speed of vehicles in transit and reduce dangers on the road.

An awareness raising action will be carried out towards the Province of Varese institution to improve the overall safety of Via Fermi.

Experimentation of entry/exit barriers to the lake along via Riviera and via Valcanale to reduce access by vehicle during periods of large tourist influx.

SECONDARY ROADS

It is proposed to evaluate together with residents the opportunity to transform some streets into one-way streets in order to improve traffic and pedestrian traffic, particularly in the presence of dangerous street entrances and exits or the absence of sidewalks.

It is advisable to provide special signs that lead motorists to alternative parking areas. In particular, the large car park in Piazza Firenze/via Calabria is currently underused. It is necessary to prepare special signs on the provincial road at the entrance to the town (both from the north and the south) that lead motorists towards that car park.

PINK PARKING, DISABLED PARKING AND SIGNS

Identification of parking spaces reserved for pregnant women and for parents of children under the age of 2, equipped with a permit.

Raising awareness against the phenomenon of illegal occupation of parking spaces for people with disabilities, with highlighting the amount of fines.

Feasibility studies for the creation of new sidewalks and pedestrian crossings as well as for the improvement of the lighting of the latter, depending on the availability of regional funds, in the most critical streets.

Expected impact:  Reduction of accidents involving pedestrians. Positive perception of tourists and visitors from outside. Positive perception of safety even in the evening hours.

 

PUBLIC TRANSPORT

Reconditioning of bus stops, and better signage of stops

Reconditioning of public transport service stop shelters, with financing through regional tenders.

 

Expected impact:  Greater use of the local public transport service, improvement of the perception of the quality of the service

Restoration of passenger routes to Ispra station

A discussion table with the Province will be promoted, involving RFI, Trenord, JRC and the other municipalities in the Laveno Mombello-Oleggio railway section, whose passenger service was cancelled on 15/12/2013, for restoration of the same or similar route.


Expected impact: reduction in vehicular traffic, greater ease in reaching Novara and Milan.

 

CARE AND SAFETY OF THE TERRITORY

  • Urban regeneration: census of homes and abandoned buildings to enhance the heritage of existing buildings and to aim at zero land consumption.

  • Installation of safety monitoring systems of sensitive points in the area or in periods of greater attendance (e.g. historic centre, squares, lake areas).

  • Implementation of a public web platform for reporting inefficiencies by citizens. Reportable inefficiencies are, for example, potholes in the road surface, unsafe branches, non-functioning street lamps, damaged signs, abandoned waste, damaged street furniture, etc.

    • The reported outages are visible on a map so as to avoid double reporting, and are assigned to the competent office. In a completely transparent way there will be a list of the open tickets, those in progress and those resolved.

  • Installation of small ecological islands for the disposal of waste in strategic points of the municipal territory.

  • Increase in the number of bins for small waste, also in peripheral streets. Installation of bin filling monitoring sensors to ensure timely and efficient emptying.

  • Support for the associations they organise days for extraordinary waste cleaning, through the provision of collection kits (tongs, gloves and bags) and methods of waste disposal

  • Installation of variable message displays for the notification of Civil Protection alerts (allertaLOM) and other local notifications

  • Incentive for the use of electric tools for the maintenance of public green areas, both for municipal staff and for external companies with the new contracts

  • Waste management: verification within the scope of the inter-municipal waste agreement of Sesto Calende to extend the opening hours of the collection centre and to avoid waste collection on weekends as Ispra is a tourist municipality.

Expected impact: Improving administrative efficiency and transparency, encouraging citizen participation. The installation of advanced bins and information displays, together with support for community cleaning initiatives, will help keep public areas cleaner and safer. The use of power tools for the maintenance of public green spaces promotes sustainable environmental practices, improving the quality of urban life.

 

E) THE CIRCULAR ECONOMY AND ENERGY SAVING DIRECTIVE

PURPOSE:

Strategy for the easier, fairer and more ecological use of energy.

Energy efficiency, use of renewable energy at local level, reduction of fossil fuels, improvement of air quality, raising awareness on the topic of energy.

The tourism sector benefits indirectly due to the reduction in energy costs of accommodation facilities as well, and the improvement in the perception of attention to environmental issues

ACTION PLAN

Raising awareness of the replacement of obsolete private heating systems and/or high emissions rates

According to CURIT data (Official heating system database of the Lombardy region), to date a fifth of the heating systems installed in Ispra are more than 20 years old. 5% of the plants are biomass powered and 11 diesel boilers are still operational.Only 38% of installed gas boilers are of the most efficient condensing type.

Heating systems can get more efficient and ecological by replacing boilers with heat pumps. Recent technological developments in high-temperature heat pumps mean that it is possible to heat buildings through existing radiators.

Expected impact: Greater independence from fossil fuels. Improvement of air quality at local level in the winter period. Greater certainty against sudden increases in the cost of energy, as happened in 2022.

Renewable Energy Community

The creation of a Renewable Energy Community (REC) is proposed, in implementation of Directive (EU) 2018/2001.

RECs are associations (often in the form of cooperatives) between citizens, public administration, small and medium-sized enterprises, private bodies, local public bodies and commercial activities founded to produce, consume and exchange renewable energy at a local level.

It is a model of local, widespread energy production that promotes sharing and direct participation of citizens. You can join the REC as a producer or consumer member, or as a producer and consumer member (prosumer). The costs and benefits of self-production and exchange, in addition to public incentives, are divided among REC members based on the membership method and the statutory rules of the REC association.

Following the model of other initiatives launched and in the process of being established, the REC will have the Municipality of Ispra as its referent-promoter, which can count on its own renewable energy production to be shared through the community itself. The participation of the Municipality will ensure that community benefits remain within the community itself or that part of the resources generated are used for public purposes, for example to support the most vulnerable citizens.

The benefits of a local REC are multiple:

  • direct savings on the energy costs of each member, essentially aiming for collective self-consumption

  • reduction of consumption through more responsible and conscious use.

  • reduction of emissions: better air quality and contribution to the fight against climate change

  • direct participation of citizens who become protagonists of the transition

  • promotion of sharing practices, strengthening cohesion and sense of community

  • reduction of energy poverty and better quality of life

  • use of the resources generated for social purposes

  • innovation, local development and jobs: creation and development of a local network of businesses and professionals to support the REC.

 

As a first step, information meetings will be held and an expression of interest open to all citizens, commercial activities, institutions and companies who wish to join the energy community will be promoted.

Establishment of an Energy Help Desk

The issue of energy also affects ordinary citizens more and more closely. The fight against climate change presupposes a collective effort to reduce energy consumption without upsetting the lifestyle we are used to. The energy efficiency of buildings and the transition from the regulated market to the free one are complex issues that leave many citizens disoriented.

 

The Energy Help Desk provides impartial advice and guidance to guide citizens in the most virtuous choices to save on bills by reducing emissions and avoiding expensive tariffs.

The Energy Help Desk does not replace the advice of heating engineers and installers, who remain necessary, but can inform citizens so that they can make appropriate choices.

Expected impact: guiding citizens towards more sustainable and informed energy choices, improving energy efficiency and contributing to the fight against climate change, as well as promoting economic savings on bills.

 

Analysis of the current state of the systems and efficiency improvement of municipal buildings

The Municipality has several buildings under its jurisdiction, each equipped with its own heating systems which are not particularly efficient.

The Municipality must contribute to set a good example for its citizens and show that energy costs can be significantly reduced, while at the same time reducing emissions in the air we breathe every day.

It is necessary to take a snapshot of the current state, what the possible improvements are, the expected savings and a quantification of the necessary investments.

In this way, at the first opportunity for funding from regional tenders, the moment can be seized and the plan implemented.

 

Expected impact: reduction of the Municipality's energy bill, thus releasing budget resources for other projects. Reduction of air emissions at local level. Citizen awareness is focused on the topic of energy efficiency.

 

Thermal imaging camera to look for obvious heat losses

The thermal imaging camera is an easy-to-use tool that allows you to immediately detect heat losses in buildings.

By making an appointment at the Energy Desk during the heating period, citizens can request a thermography of their building free of charge, so as to give priority to interventions that reduce these losses (replacement of fixtures, insulation, etc.). 

 

Expected impact: Reduction of heat losses, raising awareness among citizens on the topic of energy efficiency through visual, easy to understand data.

 

Information campaigns and participation on energy issues

The topic of energy is complex, and at the same time involves different aspects of everyday life. In collaboration with the Energy Help Desk and the participation of sector experts from the JRC, we want to organise meetings open to citizens on various topics, including question and answer sessions

 

Expected impact: Citizen awareness on the topic of energy efficiency. Synergies with the JRC of the European Commission.

 

Circular economy project: Municipal Recycling and Reuse Centre

The implementation of a project focused on the Circular Economy, with particular emphasis on a Recycling and Reuse centre municipal and taking inspiration and collaborating with the "Repair Café" association. The Recycling and Reuse centre offers citizens the possibility of reusing objects and materials rather than throwing them away, thus contributing to reducing the overall amount of waste destined for the ecological platform. The centre can play an important role in educating the community about the importance of recycling and reuse, encouraging more sustainable and environmentally responsible practices. The centre can serve as an incubator for socially responsible entrepreneurial activities, such as repair and restoration of used objects, thus creating business opportunities, generating income for the community.

Expected impact: 

In summary, a Municipal Recycling and Reuse centre can have a significant impact on reducing waste, promoting environmental sustainability and empowering the local community, helping to create a more sustainable and resilient future.


 

Covenant of Mayors for climate and energy

We want to start a participatory process with the involvement of citizens, associations and businesses in order to define a medium-long term vision supported by a series of concrete actions. This vision could translate in our town by joining the European initiative Covenant of Mayors for Climate and Energy, which is based on three pillars:

  • reduction of greenhouse gas emissions;

  • adaptation of the territory to the impacts of climate change which are now inevitable;

  • fight against energy poverty and protection of the sections of the population most vulnerable to fluctuations in energy prices.

 

Within two years of joining the initiative, the Municipality must draw up and adopt the Sustainable Energy and Climate Action Plan (SECAP), a document that will describe the actions that the Municipality intends to initiate. Starting from the results of the basic inventory of greenhouse gas emissions, the assessment of risks and climate vulnerabilities of the territory and the assessment of energy poverty, the Municipality will define a series of goals shared with citizens and stakeholders and the actions necessary to reach them and will promote good practices in energy efficiency and energy production from renewable sources, enhancing the results obtained thanks to actions already carried out and adopting new measures on its building stock, public lighting and municipal vehicle fleet. The actions envisaged by the electoral program in the areas of public and private construction, mobility, energy production, waste management and urban greenery will constitute an important part of the SECAP, together with the other actions which will see the involvement of private individuals.

This vision will allow our Municipality not only to be on the front line in the fight against climate change alongside over 13,000 local authorities in Europe and around the world, but also to offer its citizens a series of benefits:

  • cleaner air;

  • better quality of life, thanks to more efficient and comfortable buildings, safer and less congested streets;

  • reduction of social inequalities;

  • economic return thanks to the creation of favourable conditions for sustainable investments and creation of job opportunities in the new green economy;

  • protection from climate risks, such as heat waves and hydrogeological instability.
